I keep trying to change the cell quadrant size for my tileset and whenever I do it does nothing and seems to always stay at 16 even though it say's its different. How do I fix this?

That's not what quadrant size does. It's purely for optimizing the drawing process. It's probably got very few legal values which are all multiples of 2 or 16.
