I want to make sure I can have a flat, unshaded look on my environment but still be able to have point lighting on top of it, what is the usual way to go about this?
PS , the particles emit light that affect it the way i want but no other lights affect
This is unshaded and vertex colors 
This is with vertex lighting and point light

As you can see there's unwanted shadows in the second one but the point light works. I just want an in between where the ambient lighting is flat but lights can still affect the environment
