      Well, usually when discussing a job, you're told how long it takes to do a certain amount of work. And if the time exceeds the negotiated and allocated limit, there must be very good reasons to increase the payment.

      As opposed to other jobs paid by hour where you can't pretend to work while slacking off? :P

      Like Tomcat said, you usually guess how long a project will take beforehand, and if you surpass the hours you set you'll have to explain them to the client. You can't pretend-work forever, not if you actually want to keep your clients/job.
