Nope:
While we do our best to minimize compatibility breaking changes for existing beta users, there are still occasional changes in the API which may impact your Godot 4 projects.
Sadly, no. They are still making breaking changes, and overall it's not stable or production ready. Probably be at least 6 months to a year (judging from history).
That said, I made some demos and released them, and they didn't crash anyone's computer (except for mine, while making it). If you want to experiment, I mean it works well enough to do basic stuff. Most of the features are in there, it's just that they may not be working 100%. I'm still trying to decide if it's worth it, cause Godot 3.x is really stable. 4.0 has much better graphics, and some seriously good new features, but you add a lot of risk if it's a serious commercial project.
I would say if you are making like hobby demos for free, it's good enough for that. But I might wait if it's a serious project. Or if you just don't like headache, cause the editor will crash, things will get broken.

The computer, of course, it does not break (well, not yet). But there is a chance that the project will have to be corrected with the release of new versions of the engine. Yes, there is a lot more new features, so I am mastering it.
That is, small training and educational projects can be done, but keep in mind that they may have to edit. But to embark on a major project is not yet recommended.
