hey guys i have a problem with the android device im using at the moment (nokia c10 plus). the problem is that i cant make in app purchases on the phone at all (probably because its so low end i mean i bought it off amazon for $60) so i need an emulator to test out my game on. does anyone know of any android emulators which i can test my game on more specificaly test in app purchases on it?

Have you tried Android Studio? It has an emulator, but it may not be accurate enough for this purpose.
