Been using Godot for a while now and just noticed there is a File menu...

I just noticed that there are File, Edit etc. menus under the script editor tab!

How have I never seen those?! It probably registered as some kind of visual clutter, bread crumps or something like that to me which made me completely overlook those menus. And I always found it a little odd that there was no classic File menu... 😆

There are so many options and commands in there that I have actually been looking for! I always went into the editor settings and looked for keyboard shortcuts...

I feel like an idiot! 😆

But seriously, why would they hide that menu there? There's enough space in the main menu bar. 🤔

Because that's where the script editor is. Contextually it's the only place it would fit, similar to how the script editor in blender has it's menus in it's area header. It's not the whole applications menu-bar after all, that one is at the top with the appropriate menus in there.

But I think the script editor menu bar could totally fit up top into one combined menu. For example both have a Debug menu and the Help menu is not unique to scenes.

i'm a fan of segregating menu bars. if you notice there's more than one, it can contextualize the button you're about to click with shorter labels.
for example: "save as"
that could mean a lot of different things. you could add: "save script as", "save scene as", "save resource as", or you could let the dock containing that menu option explain it. your point that multiple docks share the same menu names only makes this solution better. imagine somebody relatively new clicking on the project-wide Debug menu and they see options like "Break".
it makes sense to a godot/blender-brained open source cultist, but maybe the world of unity and paid copy-protected software does things differently, and possibly better. that is how you convince people to buy stuff after all.

True but you could easily disable options that don't apply to the context or even add/remove options or menus. I mean, that's something that countless of programs have done over the decades. Of course there are absolutely horrible examples out there but take for example VSCode which is doing fine with this solution.

Also removing the sub-menu bar could provide a little bit more vertical space.

i've never seen it, but it sounds cool. i can understand why multiple menu bars could be irritating, but both solutions are fine by me.
