Neoaxis has been around for a while, but it does look like after a long time, they are trying to modernize it with their new 2019.1 version.
Seeing scripting with no need for an external editor is always nice to see, but it has a steep uphill climb if it wants the momentum of the other engines. The fact it isn't completely open source will probably make it harder, because they don't have the large team of developers Unity has and they won't have the massive number of community patches Godot has.
I'd say the closest analogue for them is Xenko, but Xenko is starting to get a little boost from community contributors and from community funding. The world of game engines is very tough to compete in if you're almost starting from scratch.
