There is the User Groups subcategory under the General Chat where you could create a sort of German 'lounge' thread I suppose and the tutorials section is an appropriate place to post tutorials into. But generally speaking this is an international forum and we generally expect discussions to happen in English.
Additional problem is that I don't think, as far as I'm aware at least, that any of our current moderators or administrators are fluent in German by any measure.
