Is it possible in 3.1.1 to resize the theme docker?

I don't seem to be able to resize the theme editor dock and main view window vertically, even though "GDQuest" does so in their tutorial video. The resize cursor doesn't appear, no matter where I seem to look for it.

Horizontal resizing works fine.

Am I missing something?

(Linux Mint 19)

    It turns out that when the theme editor launches from the inspector (from clicking on a theme in a label in this case), the resizing controls don't seem to work. However, if I click on one of the other bottom docker tabs and then click on the "theme" tab, the resizer works. Strange.

    I hope this helps another confused newbie :)
